Zinc soap, zinc shampoo, and zinc body wash are all commonly recommended by legitimate medical professionals for treating dandruff on the scalp (and on other skin areas), for treating dermatitis, for treating rosacea, for treating eczema, etc.
For example, check out the website of Dr. Cynthia Bailey, California board-certified dermatologist, for many articles on using zinc-containing products to treat rosacea, eczema, dermatitis, and dandruff.
You can also use relevant keywords to search the scientific journal articles on the US govt Pubmed website.

True, such whiteness is not the actual color of any skin tone, but still that zinc oxide color may be preferable to discolored blemishes or redness from rosacea and acne.

That doesn’t seem right, if you leave it on it makes your skin look white, which is not what color skin is. People who use this leave it on for some amount of time and then wash it off. The zinc oxide is supposed to kill the fungus.
